I this case, after i do some troubleshooting, task manager is disable by virus, malware trojan or pieces or spyware, but dont panic, user still can repair it If this happens you normally need to edit the Windows registry to fix the problem.  User account are restrict to not allow them to run Task Manager, you need to have the administrator account to do this.To open the Task Manager, you normally would do one of the following:

1)Press CTRL-ALT-DEL on the computer keyboard
2)Press CTRL-SHIFT-ESC on the keyboard
3)Right-click on a blank area on the start bar and choose Task Manager or
open task manager at taskbar windows xp
4)Click on Start Menu, Run and type TASKMGR in the run box and press Enter
